Who is to say that Billy's family, too, were the victims of a 'car crash'. If the stakes were so high that the secret service were involved I can't see that they'd risk Billy's exposure by keeping his family around to identify him. As for the rest of his family - brothers, sisters, aunts, uncles, parents - if Billy and his wife and kids (if he even had a wife and kids) were killed in a horrific car crash, a whole family wiped out in one go, and everyone attended the funeral, shocked and grieving, I think it would be inconceivable to them that Billy had been 'resurrected' as a member of the Beatles.
Also, the intelligence services seem to have a way of keeping people from talking... If your brother's family had died tragically and soon after the funeral you were visted by some men in suits who implied that if you over stepped the invisible line they had drawn in the sand that you and your partner and children might find yourselves in a similar position... and no matter where you go or how far you travel you will be found... you'd probably keep quiet, too.
