On the B-Side of the original record from 1984, messages are mixed in from artists who weren't and weren't part of the recording.
McCartney, who had nothing to do with the recording, left this message.
"Hello, this is Paul McCartney, sorry I can't be with you, Ha Ha Ha!"
he leaves a second line, in vintage Beatles, fashion, that is garbled up and is intelligible and mumbled. The first few words are "Feed the world" but the rest is garbled, and ends in a sneeze. It sounds like he says "Sorry I can't be there but I'm dead" *sneeze*, and then the tip end of a woman's, maybe Linda's, laugh is captured before it goes to the next message.

Here's a quick explination of McCartney's "appearance":
"Once Boy George had finished his tracks, Ure had all the vocals he needed and, as the artists began to party and then drifted away, began working on the mix. A B-side, featuring messages from artists who had and hadn't made the recording (including David Bowie, Paul McCartney, the members of Big Country and Holly Johnson from Frankie Goes to Hollywood) was also recorded over the same backing track. I realise this doesn't address the content of the comment but it does provide a bit more context.
