It's a personal site of someone who has done a lot of research into the history and genealogy of German and French Canadians in Nova Scotia.
If you dig around in www.archive.org, you can find a page < web.archive.org/web/20001023041252/http://www.parsonstech.com/genealogy/trees/dconrad/d138.htm > that was part of a genealogy section no longer included on the site:
Hattie Oickle Sheppard died in 1928. Did her daughter Barbara Sheppard have an illegitimate child in the years after?
This personal site (which has a graphical counter reading 18040 since 1997, for what that's worth) that FAUL enjoyed so much also has pages on the Huguenots' history from France to Canada, and a page pushing freemasonry. (The site owner is a mason.)
Now about the email address belonging to the person who signed "billy McCartney" in Sept. 2000.
If you run a whois on mpl.co.uk, you find that it is owned by MPL Communications, which seized three 'McCartney' fan websites in an arbitrated dispute that began in April 2001. MPL is named in the decision as "the owner of the registered trademark "PAUL McCARTNEY" in the United Kingdom and in the United States."
